Yes, but cases like this are known in any culture and time. There are far better indicators of the sickness, like the huge illegitimacy rates.

There was a lot of discussion about the boy's principal not contacting the police about this on KFYI this morning.
"Not only did the boy's parents forbid Susan Brock to have contact with him, but the boy's high school principal also had warned Brock to stay off of school grounds.

The principal should be fired then, he violated the law in not reporting what he knew.
I don’t know what you can do to parents who knew and did nothing.
