California has been subsidizing solar energy for more than three decades and it still cannot stand on its own. Most of the subsidies are born by heavy users under the utility's tiered rate structure (as high as 39 cents / kwh for residential users vs. 12 cents for the lowest tier.)
It's a field that's ripe for ontapanoors. ;^)
