I can get a fixed IP from my local ISP, a rural coop telco. That probably would make the most sense for me. It is DSL but they have several levels of speed available. Their system is all fiber except the drop to the house. They have nodes scattered through their entire system and we even have DSL at the farm (4 miles from town)
I may look into that. We had a website back in 2003-2005, but we had problems with the company hosting it. It was a small company on the East Coast (another Ham Op). One day it simply quit working and they would never correspond with me again. Later 2 people that were involved but not owners picked it up, they seem OK but we never put up a website again.
I can HIGHLY recommend DreamHost.com Been with them for 4 years, on their crazy-insane package (or something like that)... $200 for 2yrs, dang near unlimited drive space, bandwidth, and etc... Lots of ready-made toys... And best of all, a $97 kickback for everyone you recommend - so if you help put up 2 websites in 2 years (pretty easy to do) it's completely free. I have not paid a dime since my original purchase, and have enough money from recommends that I won't have to pay for another 6 years.
PS: it's a sad thing that I don't see a QSL card up there from the Montana RoadRunner 532 (MRR-532) thought I'd talked to everybody by now. :D
