Well, I watched the news report video, and it’s pretty obvious after about 5 seconds how this law got passed by the council of Gould, AR.

I am certain that there are places in Dumas AR, the town just down the road, that will gladly house any gathering to replace the city council.

A "Bill of Rights" was not an original idea at the time. There'd been several famous ones before.

Being an ADVOCATE for a Bill of Rights is not quite same as WRITING the elements that make up the Bill.

I looked for some indication that Henry ever met with John Leland.

He didn't ~ so much for his interest in the details.

Frankly, the then quite substantial percentage of the population with Huguenot ancestors (fathers, grandathers, great grandfathers, great great grandfathers ~ all from families who'd been persecuted by French kings) were the driving force behind the Bill of Rights.

Those of the English persuasion (Patrick Henry, for example) kinda liked the idea but they'd gone along with not having it. People like Leland couldn't imagine government without a Bill of Rights.
