Not only is the UN flag highest, but isn’t the usual display order from viewer’s left to right, so the US flag should be on the left, then state, then village (with the UN flag in the nearest dumpster)? Instead they have state, UN, US and then village.

I believe the razor is the answer. Someone told the janitor to buy a UN flag and put it in the courtroom. He then (being ESL) went and ordered one from Grainger and put it in. While at it he moved them in order to clean the floor and just put them back in random order.
The whole fringe on the flag stuff is a bunch of conspiracy crap. I tried it on a judge once and was almost put in jail. The right course here is for the people involved to write a polite letter to the administrator of the court and ask them to correct this oversight. if after that it is not corrected then maybe there is a conspiracy to what? There are way bigger things to worry about if you find yourself in court than a UN flag.
