This is some years ago, but in the Tampa Bay area a DHS worker saw a child riding in a car she thought should be in a child car seat.
She forced the other car off the road, entered the family’s car, gave no identity other than saying “I’m DHS”, and dragged the screaming child by force into her own vehicle. Her terrified parents tried to pursue, lost sight of her vehicle and then called police to report a kidnapping.
Later DHS returned their child but the parents in the meantime were charged with child endangerment, later dropped. The DHS employee who kidnapped the child was given two weeks off with pay while DHS “investigated”, received no criminal charges, and still works in Florida as a DHS investigator.

That sounds like yet another good reason to drive with your doors locked.
