Vanity: Looking for Presidential "bypass congress" speech

Can anyone give me a link to the recent speech to La Raza during which the President expressed his desire not to uphold the constitution and bypass congress?

I want to share it with a chinese student-friend of mine who is having difficulties immigrating Legally to the USA and who says Ronald Reagan is his favorite president.

He talks about bypassing congress an awful lot for a former ‘constitutional law professor’.

Did he ever actually teach a class? Does anyone know anyone who was in one of them? I don't think he knows or understands the constitution.

He clearly has never been taught HOW to think- only WHAT to think- Big government is his only solution for everything.

Good point. You'd think his former students would be thrilled about having been in the president's classes. I've never heard of a single one of them coming forward.
