The American Airlines terminal at LaGuardia was/is a beat down when it is busy... however, they're renovating now.

My last "wonderful" experience there: garment bag I had no issue with (size-wise) traveling from Dallas/Fort Worth to LaGuardia ... I could carry on. When I was at LaGuardia traveling back to D/FW the pre-security "guard" told me it was too big and that I'd have to check it... what the heck!

So I had to go back to the check-in line and showed the clerk it fit into the test box... the clerk then said it goes beyond a piece of tape that's on the box (great (I've been rolled ... check the damn bag and charge my credit card $25).

Kennedy is only for International flights.

I fly into Kennedy all the time . . . from Florida.

The most comfy and consistently ontime way to do this is the Coach Bus out of EWR, get on at terminal arrivals doors, get off at the Bryant Park (42nd Street & 5th Avenue) stop. Walk about 3 blocks to your destination. Walk back after and jump back on a return bus to EWR.

Map from Bryant Park to Consulate,

$27/roundtrip/person though maybe cheaper if you look around.
