They've ALL done that. Why single out Perry? Frankly, I still like him, especially when set against the realistic alternatives.
Perry tried to cherry pick when given the agency/department question...and of course screwed up.
When all he had to really do - no lying or cherry picking or mental reservations required - was simply quote the USOC.
That more than anything else identified him as just another CINO and RINO who finds the USOC inconvenient.

He gets better coverage when he does it. For example, apparently Michelle Bachmann yesterday said we should close our US Embassy in Iran. Of course, we don’t have a US Embassy in Iran, and Iran doesn’t run an Embassy here, and hasn’t for decades.
Is that a gaffe — no, it’s actually slightly more serious, but still just an honest mistake. (A gaffe is where you know something but screw it up, like Perry saying “21” or forgetting his 3rd agency).
Cain had his mix of gaffes and misstatements as well, but they were forgiven because he’s a neophyte not a politician.
