Because many cops are cowardly bullies, and apparently have less training in dealing with dogs than my toddlers did.

All cops have this streak in them. The only thing in question is when & where they’ll unload.

The dog shooting Thing is about desensitizing. They’ll eventually graduate to those not opposing them.
