Of course. But that does not explain the full disparity in real achievement I pointed out.
The disparity of achievement is a direct result of the democratic party stronghold on the black population. Perhaps that is why education does not occur in inner city public schools, they must keep their voter base under their thumbs and beholding to them. A little REAL education would set them free but the democratic teachers union will have none of that..
