The most recent estimate is that 80% of the stars in the universe are red dwarfs we can’t even see.

I think we can safely rule it out. At the very best, Mars might support microbial life deep underground.

Having such planets properly placeed in the galaxy would also appear to make quite a difference: too far out on the limbs, relatively few second and third generation planets, fewer heavy metals; too far in, dangers of collisions; situation in relatively debris free lanes, etc....
