In general there is a machine for the visually impared among the voting machines.
And if a poll worker does help, they are supposed to do it in pairs, one democrat and one republican. At least in Ohio and in theory, and for the most part in practice.

They always try to get him to use the SPECIAL MACHINE, and his response is, sometime when i have TIME i will try your special machine, but right now i am trying to get to work, so can my wife just go in with me and help me cast it.

It’s kind of an odd twist for the character. He wasn’t anything like that in the comic. He was simply a juiced-up brute with above-average intelligence who wanted to take out Batman and own the city. He executed an elaborate plot to wear Batman down over several weeks, then broke Batman’s back, paralyzing him.
He was eventually defeated by Batman’s hand-picked replacement, Jean-Paul Valley, aka Azrael, an hypnotically-trained assassin for a secret religious order. Azrael predictably went apeshit and started killing criminals, something Batman would never do, so the real Batman had to take him down once he healed up.
