CHARLESTON, W.Va. The federal government has denied Gov. Earl Ray Tomblin's request for individual assistance to help homeowners hit by a June 29 windstorm, Tomblin said Thursday night.

Exactly right. Obama has been quite blatant and open about punishing states which did not vote for him. Kentucky suffered the same fate.
Meanwhile, he gets by with it. No Congressman lets out a peep. No one goes to court.
He is a petulant dictator. Gets everything he wants, with no opposition.
So reset set the GPS to ‘back country’ roads and now miss all most the entire state of W VA. takes a bit longer...but all I have is Time to do ‘what ever’
