Diesel Fuel Sought by Justice Department [DOJ hoarding diesel for generators just before October?]

Okay, Folks, here's the verbiage from the actual procurement document which is online here:

The Department of Justice, Justice Management Division, Chief Information Office, intends to procure 16,000 gallons of ultra low sulphur diesel fuel compatible with 1.250 KW Caterpillar diesel generators. Fuel requires no additive; the date of the fuel upon delivery cannot be more than 3 months old from date of being refined; there are two-20,000 gallon double wall, buried (underground), fiberglass tanks; and fill caps are 8' apart in our entry driveway with easy access. Fuel to be delivered to the Rockville Data Center, 1151-D Seven Locks Road (driveway is accessed from Fortune Terrace), Rockville, MD 20854. Delivery shall be required as follows: 14,200 gallons for Tank 1 on 09/13/2012 and 1,800 gallons for Tank 2 on 09/13/2012.

Sounds like they're either running a minimum load test on the gennie, or just topping off the tanks after the windstorm earlier this year.

I'm evaluating this as Much Ado About Nothing.
