Depends on whether they are going to put out nonsense regulations or require identification (recycling is not voting, so it's okay to demand ID) and some evidence of ownership to cut down on metal theft in the state.
And not paying the appropriate fees..now we get to the heart of it.
Furthermore many households and the homeless have been saving aluminum cans without a scrap metal recycling permit.
This cheating must be taxed somehow.
More gov’t waste, just what they need
Lots of theft from construction sites for copper, from farms for aluminum irrigation pipe. The thieves sell it to the recyclers.
So you’ll have to get a permit to sell scrap iron now. Just another revenue generating scheme by our greedy state.
If only they would tax recycling old t.v. shows.
Reason they are successful is because they do not have permits.

LaRaza will have this shut down post haste, the vast majority of people taking scrap metal into recycling yards are ILLEGAL ALIENS and NONE of them have ID.
I smell missed money, i.e. opportunity cost; is the driver here.
California does not need another blue ribbon commission, where members meet a few times a year and collect 200K per.
Plus benefits.
Call it public safety related and the members retire at age 50.
Here in GA/Tn recycling has been cut in half. With new state and federal recycling regulations, people just don’t want to be fingerprinted, photographed, and affidavits signed. Let Al Gore take care of the environment. It’s easier to buy a home than to recycle some scrap!
Oh, so you think that California is suddenly cracking down on metal theft? Have you recently thought about who the Governor is? This is all about "nonsense."

I keep dreaming that California will some day do something sensible. It never happens, but I somehow remain optimistic - like Charlie Brown kicking that football or flying a kite. I even imagine that the national republican party will one day nominate a candidate like Reagan if we work hard enough. Unlikely? Yep. Possible? You betcha!
Somethin' like 9 bucks a hundred, now.

Their focus ain’t gonna be on ownership it will be on fees and fines. There is not a trick a California politician will not turn for a buck.
They already require ID, and also won’t pay right away unless you have an account or repeat business at a lot of places.
The state is probably losing money on the “deposit” scam where you pay a tax on cans and can ostensibly get it back, but not at the store. People are probably finding it lucrative to actually go through the hoops to get the refund and a state cash source is drying up...
