Posted on 09/08/2012 7:57:31 AM PDT by WayneLusvardi
Charles B. Warren, a real estate economist and appraiser in Pleasant Hill, California, asks: In the Los Angeles region, who will be Greece and who Germany if California voters approve Proposition 31 on the November ballot?
Warren once was a visiting professor at Istanbul Technical University in Turkey. He was referring to the European Union, where solvent Germany has been bailing out the overspending of Greece, Italy and other countries. After more than a dozen years of regionalized money and shared taxes, the European Union is coming apart. Many countries are going bankrupt.
Something similar would eventually happen in California under Prop. 31, where the regionalization of taxes would just postpone the inevitable.
Prop. 31 is a Coercive Tax-Sharing Scheme
Prop. 31 is apparently intended for large public works projects such as the California Bullet Train. Under Prop. 31, taxes could be pooled regionally to help fund large public works projects. Under Prop. 31, environmental regulations and clearances could be drastically reduced or circumvented to overcome delays, lawsuits, and obstructionism. But Prop. 31 could also be used for smaller local projects or the bailouts of insolvent cities or school districts.
Under the tax-sharing provisions of Prop. 31, suburbs could be coerced to voluntarily share a portion of their state road, school, and vehicle license tag revenues or forfeit them. Unelected regional committees called Strategic Area Plans could divert the shared or forfeited taxes to plug budget and pension deficits in big cities and big school districts.
SAP committees would add an extra layer of government and its members would not be elected. They would not be authorized to raise new taxes. But they could shake down wealthy suburbs to pay for financially strapped cities and school districts.

Open admission that the garbage about environmental regulations is just a government tool to be used when they want it for political ammunition. But, that it is something that can be tossed aside when it's inconvenient for them.
This is more of the Marxists’ war on the suburbs, those bastions of individualism, which are taboo to central planners of every stripe.
You help turn the suburbs into governmental units that are either cash-strapped - because you’ve taken a good chunk of their revenue and they don’t want to raise taxes, or they start raising their local taxes to compensate for the fact you are taking a good chunk of their revenue, and by either means - higher taxes, or higher debt, ore reduced essential public services people see less incentive to “move to the suburbs”. It’s called “unity” as in “can’t we all just suffer together”.
Thanks for posting about this covert bill which hasn’t been covered by the print, radio and tv mediots of Northern California.
I just sent an email out to my California relatives and friends about this prop 13 killer.
Please alert your conservative California friends and relatives about this stealth killer of prop 13, which will make the rest of us pay for LA, Stockon, Richmond, Oakland and other tax and spend left wing cities/counties.
Please notify your southern Cal friends and relatives about this reverse Prop 13 bill, Prop 31.
Jim, is there anyway you can alert the California Freepers about this reverse Prop 13, Prop 31.
Prop 31 will destory the rest of California as we will have to pay for bullet trains, socialists in Oakland/Richmond,San Jose, LA and other left wing hellhole cities in Califonia.
Thank you. I’ll make a post about it on the California forum.
I’ll let the whole famn damily know about it too.
Thanks, those of you living in nice areas in SCal might be hit the hardest with this reverse Prop 13 bill.
Please ping me with any Southern California related articles. Thank you!
If you want on or off this ping list, please FReepmail me.
Thanks for the ping to you both. Appreciate it.
I think going be Los Angeles thanks to Tony Villar ES
Boy. Are you folks going to get screwed big time on this one.
Thanks for the bump and the keyword. We went out of town for most of yesterday, and I barely had time to get my first alert on Prop 31 posted.
Yesterday, in liberal Santa Rosa, we saw a Volvo station wagon with a pro Prop 31 sticker on its left rear bumper and a remove Prop 13 sticker on its right bumper.
Of course all kinds of left wing stickers were on its rear window and tailgate.
Thanks for your help.
Prop 31 would be a disaster for us in N California, and it would be worse in S California.
Thanks for your ping, and please let your SCal friends/relatives know about this bill.
The agricultural regions, the ones who aren’t situated in the desert will do better then California’s urban wastelands.Farming is about the only healthy industry that I can thin k of when it comes to California.
