You are talking about something different than board track racing. The riders you saw were inside a big barrel and rode up the walls. A board track, which were popular events up into the 50s at least, was an actual race track about a half mile long, the corners were banked and the track, oddly enough, was constructed of boards. It was a very dangerous type of racing and Harley Davidson bikes were pretty much king for a long while. I used to know an old guy who raced board tracks back in the 30s and all of his top front teeth had been knocked out due to an accident on the track, he flew forward and smashed his face into the handle bars. Didn’t stop him from racing though.

Cant see how the chain tensioner works. Looks odd like there is no spring. Maybe you set it before you rode.Looks like it was one that just needed periodic adjustment to take up slack as the chain stretched - simple, in that it requires fewer parts, but effective enough.
