So, you are at a meeting at work, or say at a Church meeting. You are talking, and some guy is constantly mugging, laughing smirking. You are distracted by it, as is everyone else. But if you stop and call him on it, engage, he just turns up the juice, becomes totally disruptive, and wins. so what do you do?
Ignore it and hope everyone else sees him for the fool he is? Or come out with some clever one liner, if you can think of one: "didnt your parents teach you any manners?" Or reach over and slap the guy as you really want to?
What would you do?

I’ve seen this behavior at committee meetings and the like, never in one on one meetings because the jerk wants to play to an audience. Belittling someone with sarcasm in a debate more than once results is exactly what happened with Biden, he came off looking like someone’s wacky uncle.
Biden did promote one piece of info to the Romney team, they are not going to go quietly. Look for more pomp and bluster by the organizer in the next match up. He will go to the Colonel Mustard routine of shouting the lead pipe in the ballroom by Romney to kill medicare, raise taxes on the middle class and push the disabled in front of the bus. There will be no truth, just expect a bunch of lies repeated early and often, no matter what the question from the townspeople.
Considering my final position before retirement was in mental health, I would call for help and tranquilize the joker.

Biden last night was basically a heckler, and comedians know that you can’t ignore a heckler, you have to turn the tables on them. You want to go with the one liner, but it has to be a really good one, or the audience may end up sympathizing with the heckler and turning on you. So, you may need to engage the heckler for a little bit, until he gives you the ammunition that you need to cut him down to size. I think Ryan did that pretty well last night, and got several good jabs in at Biden that made him look like the fool he is.
It’s like how a good defender responds to play-action in football...Ryan had to read the situation and adapt on the fly, and he did so with class and maturity. I envy him that, cuz I’d have slapped that dopey grin off Biden’s mug in the first 10 minutes.
All I know is I would not have had the patience, civility and calmness that Ryan did. He was a class act and made Joe look like even more of a classless, disrespectful buffoon.
In a calm cool voice say.. WOW, what’s it like to be so wonderful?

Although the "bless you" comment is the winner in my book, I always enjoy dusting off "that's the best example of intellectual laziness I've heard in a loooonnnggg time."
I’m not the most patient of men, and at one time had a pretty good reputation as something of a bar fighter. I would introduce his smirk to my left hand. Seriously, I couldn’t put up with someone laughing while having a serious discussion.

That is the perfect response; the bonus is that you can say and sincerely mean it.
Turn to Biden when he interrupts and say, “I’m sorry, did it sound to you like I was finished talking?”. Then, turn to the lib moderator, and repeat the question.
Or, “oh, did the middle of my sentence interfere with the beginning of yours?”.
When biden laughed about the Libya situation, I would ask him what was so funny about five people dying due to your administrations failure to lead.
Me, personally (being the straighforward, give a s@#t guy I am), I would have turned to him at some point and said, “Mr. Vice President, what do you find funny about the death of four Americans on your watch? Is that amusing?”
Your question was what I was asking myself during the debate. Biden showed pure arrogance.
