I’m not surprised, because this has happened before. Heck, it was a scene in the movie Colors, way back in 1988. Still, what a time we live in. Even Capone and the other Mafia types back in the day acted with more restraint at a gangster’s funeral.
Of course, most of them wouldn’t dream of shooting a cop or a newspaperman (except the very dirty Jake Lingle, who got what he deserved), either.

I parts of South America, when crime got too obnoxious, there was something of a tradition of business owners and shopkeepers creating a fund that was used to hire tough guys, off duty police, former military, etc.
Their job was to round up, then dispose of criminals, no questions asked. Typically they would take them out to some rural place, execute them, then bury them.
Importantly, this technique was statistically effective, because such criminals are oriented to their turf, so when some were eliminated from a particular area, it was a long time before they were replaced.
This meant that the exterminators did not make a heavy footprint in a typical neighborhood before moving on, so were usually able to take down large numbers of criminals before their activities were even detected, much less stopping them.
And since some off duty policemen were involved, if there were police suspicions, then they would find out about it, and cool it for a while to let things settle down.
Practically speaking, there is no reason that this couldn’t work in a place like Chicago, where there are so many homicides that nobody would care much about disappearances.
