He's putting Biden in charge of a get-together of interested parties to come up with something to be presented to Congress in January. Realizes that part of the problem is "social."

Never was a “civil war” in this country.
There was an attempt at war for independence II, which was lost.
They could avoid the whole messy war business and let some states secede peacefully.

He mentioned a couple of areas, manly in west and south. that this country has had gun violence in the past few days but omitted any mention of the center of violence - CHICAGO!

The most recent numbers of dead in the Civil War are 720,000.
I think the later number is very, very close.
