If it is a fixed jag it will not pass. Flexible jags will pass through chokes.
Then you are not familiar with
cleaning a barrel with a Jag.

Fired thousands of rounds of slugs and buck. Hundreds of thousands rounds of bird shot. I am familiar with cleaning them. You should do some research on slugs you will find the the OD of a slug is smaller then the ID of the tightest choke.
There is no problem in fireing slugs in full toCly choke barrels.
Sure a improper sized jag or cleaning patch might not fit through a tight full choke but fit through a cly choke with out trouble. But that has nothing to do with shooting slugs.
