Democratic Sen. Robert Menendez of New Jersey says an "oversight" is the reason it took him until January to reimburse a campaign donor for flights taken aboard the donor's plane in 2010.
There is more to flight payment than just the aircraft. For instance, the pilot must also hold a Commercial Certificate.
“Salomon Melgen” does not appear in the FAA airman registration database as a registered pilot, so he must have hired pilots.

i really doubt he operates under 135 - looking at the flights, he mostly goes to the dominican republic and island hops - i doubt those are charter flights - he owns a ‘villa’ near the kiddie ho house
if he is under 91, he needs an exemption to accept money to haul menendez or anyone to diddle kiddie hoz
Unless the rules have changed since I was an active pilot, I believe it is within the rules to have a prorate cost sharing arrangement under Part 91.

Not necessarily, you can accept money to share expenses under Part 91.
Congress is slime.
The Federal government is slime.
