A new public opinion poll reported 57 percent of all California adults would favor lowering the majority threshold required to pass local school parcel taxes. But only property owners not all adult residents can vote for a parcel tax in California. Thus, the findings of the Public Policy Institute of California poll are slanted in favor of making school parcel taxes easier to pass and are misleading.
In sum, the PPIC polls is biased in favor of lowering the voting threshold for a vaguely described parcel tax for local schools due to the cumulative effect of the following:
* Oversampling of adults, rather than likely voters, by 8 percentage points;
* Oversampling of Democrats over Republicans by a cumulative 23 percentage points;
* Oversampling of non-registered voters who are less likely to be property owners by 32 percent age points
* Likely oversampling renters who cannot vote on school parcel taxes by 43.3 percentage points.

Only property owners should get a vote on property taxes. If you don’t pay the bill what do you care how high it is?

I left the state of my birth 1-1/2 years ago for the great State of Texas. Other than the weather and Disneyland, I haven’t regretted it a bit.
Regular gasoline here, btw, was $3.19 a gallon yesterday.
I can help here, having lived there a decade. 57% of Californians live in apartments or similar rental housing. That’s all that I did when I lived there.
Being in a rental means not having to pay property tax (only the landlord has to do that...LOL), so they can vote to increase it without affecting them.
A parcel tax — as opposed to a property tax — is a flat tax (not based on value of property).
So let’s say a school parcel tax is $500 per year par land parcel. That means a single family home pays $500 and a 100 unit apartment building pays $500 per year.
So in reality renters in a 100-unit apartment building would pay very little ($5/year) but single family homeowners would pay $500 per year.
