The most frequent use of this word in modern English is in criminal court. When a criminal defendant pleads guilty, usually as part of a bargain with the prosecution to get a lighter sentence, the judge frequently requires him to state in open court that he committed the crime, and provide enough details on the record to demonstrate that he really is guilty. This statement is called an allocution.

Hannity will have Dr. Ben Carson on for a whole hour long interview Friday night, after his allocution at the Prayer Breakfast. I will try to tune in.
....The man has an irrefrangible character, unlike 0's or his sidekick, Biden's...
.....Carson did an awesome job of expostulating Obamacare and has become the darling of the right. The cacophony on the left protesting the speech, cannot refute him. The best they could do was to say it was inappropriate in the setting. I am guessing 0 and Crazy Uncle Joe won't be interdigitating with Carson and singing Kumbaya anytime soon.
