LOS ANGELES (CBSLA.com) — If Christopher Dorner is dead, who will get the $1.1 million reward that was being offered for his arrest? Officials say it’s complicated.
Randy Paige, reporting for CBS2 and KCAL9, says the language used was “a reward for information leading to the arrest and conviction” of the suspect.
There will be no arrest. And no conviction. So does Los Angeles have to pay up? And if so, to whom?
LA Councilman Dennis Zine is one of three council members who called on the city to offer $100,000. (The additional money came from other municipalities, organizations and private donations.)
Says Zine, “Is it the arrest and conviction? Is it the ability to locate the individual who is wanted? There’s a lot of factors. It’s going to be up to the legal experts to make that determination.”
He believes it is unclear if the terms of the reward have been met.
“We may have a lot of people file a claim. ‘I made a 911 call, I thought he was in the mountains, whatever.’ So that’s all going to be a process. It’s not going to happen overnight but we’re obligated to follow the rule and the rule is if that follows what the boundaries are then that reward will be paid.”
Who will decipher if “arrest and conviction” is followed to the letter? Says Zine, “That’s going to be up to the legal experts to make that determination.”
Richard Heltebrake, the man whose vehicle was allegedly carjacked by Dorner before he got into a shootout with San Bernardino deputies, told CBS2 and KCAL9 reporter Stacey Butler that he was “absolutely” going to pursue the $1 million.
The maid should get all the money.
There was NEVER an intended payout. I believe their orders were..."Kill on sight".
Nobody gets any reward, and that was how they had it planned.
The reward was offered for info leading to arrest and conviction, and they knew that they were not going to allow him to live and blab out the facts in court.

Dorner was not arrested or convicted, so they are not going to pay the reward.

You are johnny-on-the-spot right...there was never any plan or intention for Dorner to do a “perp walk”.
There were no “maids”.
It was a couple who went in to do some re-modeling on the cabin and surprised Dorner...
That's a good idea but maybe better would be to the families of those this maggot killed.
The guy that shot the Waco Tear Gas Canister, that’s who. He must have used the same type of ‘hot’ canister that the FBI, or the US Military Advisors, or the ATF, or the IRS or the CIA, or the DEA, or whoever fired them off at Waco - I never really did hear any agency take credit for that fine, fine act that resulted in the deaths of dozens and dozens of men, women and children. Contratulations whoever you were, you should be right proud of your fine self /s
At least they could use some of it to rebuild the guys cabin they torched.

I opined the same thing days ago. They weren’t acting like someone that wanted to capture and arrest him. Acted like they wanted to keep him from a show trial and talking.
Sure looks that way to me (and the newspaper ladies, and the driver of the black truck...)
A disclaimer here of sorts: I in no way equate This guy with the people (especially the innocent children) that were killed by the government’s use, I believe intentional, fire-starting gas canisters at Waco. I only remarked in the previous post because these fire-starters seem to be de riguere when the ‘authorities’ want to burn somebody’s ass up.

How about giving it to the owners of the cabin they burned down!!
I’d previously posted no opinion but my private thoughts were along those lines. Actually, in my thinking I broadened the context to how actual policing gets done in such extreme cases with the concept being we are pointing towards more of these, IMO. There are many lessons to be learned here.

More, too. The family of any officer killed in the line of duty should be financially set for life by definition. Even as an extremely small government conservative, there is no replacing “Dad”. We should do whatever is possible (which is cash) for those killed in the line of duty.
Officers are called on to do tremendously difficult work. That places huge responsibility on them, for which we hold them to account at times. And, they have tremendous power, which must be exercised carefully. And, they should be paid very well. Etc. It’s a massive tradeoff when your life is at stake.
Let’s just be sure to balance all those factors with a thumb on the scales towards “Rule Of Law.”
I agree. The way it was worded, there was never any intention to have to pay it out. He was not going to be arrested.
There is a good movie about ‘police’ intentions. It was called “Gaunlet” with Clint Eastwood and Sondra Locke as the poor ‘perp’ the entire police department wanted to murder before she could be arrested.

As a point of note, “non-fire starting” gas canisters were used first and when they didn’t have the desired affect the more potent CS canisters were used. It is my understanding that CP Dorner was also in possesion of CS canisters.

Now that you remind me, I remember “Gauntlet” when it first came out and I think it was recently on TV somewhere like TCM or Encore. I noticed it when I skimmed past late in the show with Eastwood and Locke in the scene I saw.

It may have been. My point is that most ALL LEOs in any capacity know the difference and the likely outcomes. As for Dorner, my only understanding is that he possessed oxygen breathing gear and smoke canisters.
Remember when the FBI caught the Unabomber (sp)....the FBI had a friggin' party after they got him.

Maybe I’m missing something. Warren Buffett didn’t offer the money, so there is no “1.1 Million Dollars”.
That’s tax-payer money, and it probably wouldn’t even cover the cost of the 2000-LEO weeny-roast, so what the heck is everyone talking about?

The government. I believe it counts as income...
Some of it will go toward urban renewal for the burned out cabin.
It should be distributed in trust to the children of those he killed.
