No one...The terms were "leading to the capture and conviction"....
There was NEVER an intended payout. I believe their orders were..."Kill on sight".
Nobody gets any reward, and that was how they had it planned.
The reward was offered for info leading to arrest and conviction, and they knew that they were not going to allow him to live and blab out the facts in court.

He must have used the same type of ‘hot’ canister that the FBI, or the US Military Advisors, or the ATF, or the IRS or the CIA, or the DEA, or whoever fired them off at Waco - I never really did hear any agency take credit for that fine, fine act that resulted in the deaths of dozens and dozens of men, women and children. If Christopher Dorner is dead, who will get the $1.1 million reward that was being offered for his arrest?
Divided amoung the various police departments for coffee and donuts.
How about giving it to the owners of the cabin they burned down!!

Maybe I’m missing something. Warren Buffett didn’t offer the money, so there is no “1.1 Million Dollars”.
That’s tax-payer money, and it probably wouldn’t even cover the cost of the 2000-LEO weeny-roast, so what the heck is everyone talking about?

Some of it will go toward urban renewal for the burned out cabin.
It should be distributed in trust to the children of those he killed.
