My bad, I should have been more specific. That is where we are now. Over at the Department of Brown-Nosing, Apple Polishing and General Douchebaggery, they are handing out participation trophies to each other.
Secretary of the Air Force Michael Donley presents the Exceptional Civilian Service Award to Secretary of Defense Leon Panetta, Feb. 11, 2013, in the Pentagon. The award recognizes Panetta for his leadership as the secretary of defense from July 1, 2011 to Feb. 14, 2013
Check out the org chart and you will see exactly what I am talking about. This is a subordinate conveying an award to his boss. I was in the military for 24 years, never saw the brigade commander get an award from one of his battalion commanders. Maybe those civilians over at the Department of Doofus do it different; I don't know. That sure seems like some EPIC ass-kissing for a good lobbyist gig later on though. ......
