It took the Brit police 20 minutes to respond to this incident even though they heard what was going on almost instantly. When when minutes count, the police never come until those minutes pass. The police are second responders. The victim and those nearby are the true first responders.
The police are not there to prevent crimes. They are there to file reports after crimes have been committed.
