It had to do with the masses of padding required before waterproof diapering products were developed. Little boys got to wear pants when they were toilet-trained.

Peter Cushing was raised to wear dresses by his British mama who had wanted a daughter.
The gowns probably did, although I used clothe diapers with a wool overlay on my son and he could still wear trousers... I’m not so sure the ribbons were just for camo purposes :D
