He looks like Otis Campbell, the town drunk from the Andy Griffith show. I can’t watch that show anymore without thinking what a jerk Andy turned out to be.

It is Otis.

See what flippin pancakes can do to a guy, turned him into a raging alcoholic.

Actually, it was from a kids TV show in LA circa 1959-'63. The 'Pancake Man' was the host, kind of like Capt. Kangaroo, or Sherriff John.

Same longtime character actor, Hal Smith. Apparently (had to look this up) IHOP sponsored a kids TV show in the late 50's called "The Pancake Man" and Campbell was the host.

I share the same feelings about the Andy Griffith Show, although I can still watch Griffith in A Face in the Crowd and appreciate his talent, even though I now know the role of phony down home evil huckster was simple typecasting by Elia Kazan.

“I can’t watch that show anymore without thinking what a jerk Andy turned out to be.”

I used to know a guy who worked in the music end of Hollywood. He said Andy G. had the foulest mouth of all the men in the industry. Suzanne Pleshette = foulest mouth of the women. It used to be easy to cover up the shortcomings of celebrities (Rock Hudson, JFK, etc.). Not so much any more, thanks to technology.
