I'm gonna guess that Siri needs a network to provide its knowledge base, not its voice recognition (VR).
The phone already has rudimentary VR with its ability to make calls & play music via voice command, so much of the the VR software is already on the phone. Voice matching software requires no huge server. Stored pass-phrases would use little storage space, no more than any other short audio file like a ring tone.
There is just no need for a network to have VR software secure the phone.
