The cops panicked. The one cop car wrecked by the baricade is a perfect example. The barrier was activated before the cop got there as it was still rising after he hit it. Poor training.

They didn’t surround and shoot up that cop though, and he did HAVE a gun!!
I would say more like poor timing than poor training. I’m guessing those other two cops there were getting the barricade raised. This cop comes flying through, the thing is in his way, but he could NOT swerve around it because of the bicycle cop.
