She either sold or traded the weapons for drugs. Crack and/or meth addicts can become compulsive over plucking eyebrows or just picking at their face.
She is only dangerous if she is trying to score more drugs.

Did she steal any ammunition to go with any of the guns? If not can she really be considered armed with unloaded weapons?
