COLUMBIA, SC (WIS) - An off-duty Richland County sheriff's deputy is in hot water after allegedly assaulting a woman, handcuffing her and slamming her head into a table at a Columbia restaurant on Monday.
Columbia police arrested 49-year-old Deputy Paul Allen Derrick at Buffalo Wild Wings on Devine Street and charged him with assault.
The incident happened just after 11 p.m.
According to a Columbia Police Department incident report, Derrick approached a female soldier from Fort Jackson who appeared to be upset. The report states the 23-year-old showed no interest in Derrick and the two started arguing.
Police say Derrick, who was not in uniform and was drinking alcohol, left the restaurant and returned with handcuffs he retrieved from his vehicle.
Several people in the business recorded the incident on their cell phones as Derrick, according to the report, tried to handcuff the female soldier. Derrick overpowered the woman, handcuffed her, pulled her to her feet, and slammed her head into a metal table, the report states.
A police officer who reviewed cell phone video of the incident reports hearing Derrick say, "This is how Marines deal with soldiers," while slamming the woman into the table.
The off-duty deputy held the soldier down until Columbia police arrived, according to the report.
Derrick told police that he had placed the woman under arrest.
A news release from the Richland County Sheriff's Department says Derrick is a sworn law enforcement officer with the ability and authority to make arrests, "however, violations of proper procedures may have occurred and if so, appropriate action will be taken."
However, Sheriff Leon Lott says the CPD made a mistake in arresting Derrick.
Lott says columbia police believed Derrick did not have the authority to make an arrest. He says Derrick does have that authority.
The sheriff also disputes a suggestion in the CPD incident report that Derrick was making an advance on the woman but had been rejected. He says his deputy was trying to calm the soldier.
Police confiscated a loaded gun Derrick was carrying at the time of the incident, and his identification, badge, and bar receipt.
The Richland County Sheriff's Department says Derrick was cooperative while being arrested by Columbia police.
Derrick is retired from the Columbia Fire Department and has worked for the Sheriff's Department for 14 years.
Richland County Sheriff Leon Lott, Columbia Interim Police Chief Ruben Santiago, and the Solicitor's Office plan to meet about the incident early next week.
Derrick is on unpaid suspension during the investigation.

He would not have got into trouble if he had shot her and then said, "I felt threatened."

At least he has not (so far) gotten away with attempted kidnapping.
What’s the problem? He made it home safe that night and didn’t even have to kill a dog to do it......
So he gets his retirement as a fireman and is then hired on as a cop -- no wonder he has an attitude -- a double dipping dipsh*t.

The sheriff also needs to be removed from office for attempting to whitewash this incident.
Lemme guess, no blood alcohol test for the JBT.
And in a few months this will blow over and he will be quitely reinstated. They ALWAYS protect their own.

This is part of the reason why I believe lawyers are a necessary evil. While I would not go out of my way to converse with one, the right attorney will get your ass out of trouble with the fuzz if you look at one of them wrong and insult their mama.
So let me understand this article... the cop goes to talk to a visibly distraught woman, she chases him away (no mention of assault in the initial contact), he LEAVES the establishment, returns with handcuffs, takes the woman down to the floor, cuffs her, stands her up, and proceeds to bash her head into the table?
Umm... and he's still employed why? Oh, and I LOVE how the article never mentions a damn thing about the woman after all was said and done. Is the okay? Was she booked for something or released? Journalists are punks.
What a dumbass. Rule of thumb: when drinking leave the roscoe at home as well as your badge. One doesn’t go anywhere without the other.
Also leave the need to be a cop at home as well. Drinking impairs your judgement.
Booze has ruined more officers careers and personal lives that anything else. It’s just not broadcasted...
Plenty of them here in Richland county just like everywhere else. Most are way overpaid.

He expected easy sex and got offended because his badge didn’t get it for him. And his PD defends him. Nice to think they likely share his ego issues. At least the local PD wasn’t willing to defend the Blue Line.

Actually, they need to leave being a cop on the job. Can you imagine being a wife or child and dealing with a cop’s ego and need to be obeyed.

Frankly, I think the better outcome would be if this ass hat walked out to his car in a week or two and was greeted by a dozen off duty soldiers with socks and soap. I guarantee he'd remember that lesson.

That’s the ideal solution for the crooked deputy, but i think the lawyers are necessary for the crooked sheriff.
His first mistake was trying to calm a woman who was upset. Right there - bad move, fella.
Second mistake was trying to calm a crying woman who he didn’t know. Don’t stick your nose into someone else’s business.
Third mistake - trying to rationalize with an upset young woman who’d been drinking.
All of those things were guaranteed to get a negative reaction.
So she told him to piss off. (Probably loudly)
His fourth mistake was deciding that NOBODY could tell HIM to mind his own business. Somehow that justified ‘arresting’ her.
“Arrest” shouldn’t mean slamming a woman’s head into a table.

Yes, it is a well known technique to calm a person. The key is to slam the head either hard enough or repeatedly until calm is achieved. /s

Did you notice Sheriff Lott’s attitude took a complete 180°. Now he says I wish I could strangle him, and I will do everything I can to make sure he never works in law enforcement again. http://www.thestate.com/2013/10/16/3042255/lott-apologizes-for-deputy-who.html#storylink=cpy . I wonder what changed.
