Too many dogs are being shot by police, but owners have some responsibility to keep their pets from the near occasion of doing harm. The story says the cops knocked and the dog ran toward them and jumped. The clear implication is both cops and dog were outside the home. That’s the owner’s responsibility. If the dog is allowed free rein then there are potential consequences and this is one of them. The owner has also carefully couched the story to make it appear to a quick peruser that it was a 14 week old puppy that was killed. No description is given of the size of the dog. The dog may in fact have been defending her puppy, in which case the owner is doubly responsible for leaving her in a location where she could interact with strangers.

and do cops have any responsibility not to shoot dogs willy nilly?

Horse sh**! The cops were out of line, outside on her property is still her property and her dog has the right to be there. Besides, many dogs run to greet people without biting them. I have two that do that. Any cop shoots one of them better duck. Cop apologists are as bad as the left wing nut jobs who defend Bozo the clown, they can’t see past the word cop and anything the cop does is fine.
