True. Oklahoma didn’t repeal state prohibition until 1959.
There are still dry areas around Dallas and dry neighborhoods in Houston (can’t even buy beer at Walgreens, gas stations, or Kroger’s).
In the Dallas area, I encountered the “club membership” thing about drinking.
So. Can you have a membership club that serves AFTER 2AM in a non-dry county?
Umm, no. They can prohibit anything they want, and have for almost 80 years.
Right after prohibition of alcohol was repealed, the federal government prohibited, for all practical purposes, the ownership of full-auto firearms, and firearms silencers. Even today, there are no new full-auto firearms that can be bought, and haven't been since Maverick waxed the Iceman in "Top Gun".
Then, the drug prohibitions began, and now, the so-called "War on Drugs" is the #1 reason for police acting like a standing army, treating people like they are guilty every time they come in contact with them, rather than the constables and public servants they should be.
So, one prohibition got traded for others.

Oh, you can get a full auto weapon. You just have to sign away your 4th Amendment rights to do so. Former mayor of Orlando has a collection, and the Feds have a list of them for regular annual inspection.
Prohibition provided several vehicles for our Progressive enemy of do-gooders. Personally, with Capone around, would have wanted a “heater” to fire back when innocents began to get shot. No. Even "private"-club membership establishments must abide by the allowable hours rule. I did know some Texas clubs which were BYOB, effectively making them drinking establishments after hours, but you still couldn't leave the premises with them, as if you purchased the drink there.
25 years go Lubbock was dry, and so was Texas Tech. I don’t know about now. I had a friend who paid her way through school at Tech by rum-running from “wet” counties into Lubbock and re-selling it.
When we first moved to Houston in the early 70s there were many places where you had to bring your own bottle and purchase “set ups”. The Astrodome had a “club” that you had to join to get a drink during a ball game, or a trade show. All that fell by the wayside before we moved away in the early 80s.
There are still beer/wine/setup bars in Houston, you can buy beer and wine (they have to close at midnight/1am on Saturdays) but no membership is required and you are not required to pay a bottle “fee” to bring in your own liquor (but some places may charge you one).
Houston has cantinas with draft beer and cocaine being served until dawn with uniformed officers standing watch at the door.
I say make it 24 hours and end the “2am” rush to drink/split.

THAT would be inheritance tax. You've already paid your taxes on your wealth. Now surrender up to 50% of it to the gubmint again. And the Kennedys et al don't pay that (even dead red ted kennedy's estate was protected).
Before the repeal anyone with $2.00 could buy a half pint at their local bootlegger, any bar that paid enough to the local sheriff could sell drinks at the bar.

CONSTITUTIONALLY-BASED prohibition was repealed by Section 1 of the 21st Amendment. Section 2 thereof permits State and local prohibition of alcohol.
Some states still are considered dry counties...Arkansas has dry counties. My son had to go 50 miles round trip to get a 6 pack of beer.
Funny, I never paid a membership to drink in Ricks or at the Bottom's Up, or the Flaming Mug. That must be relatively new.
Cumberland County must have an outrageous school funding budget.
Law requires “new” patrons become members, and how some places do it is different— just add a surcharge to drink 1 and a fake name on a list, etc. But it it the stupid law.
