Saw that. But I figured that he might be a little distracted. And realizing how important his role is, I’d cut him some slack.

To “match” the one on Right shoulder, the theory there is while moving forward in battle it looks like the Flag is flying in the wind.

He probably put a shoulder patch on his hat by mistake.

It’s a patch. He put the wrong one on. As a Captain, I’m sure he received a load of flak when the image was originally published.
Can only attribute that to many not knowing The Flag Rules these days.
i was complaining about the quality control/inspection at the factory, so it didn't come that way from the factory and everything is put on by the wearer with velcro now?

And the red, white and blue flag in the background?
when wearing the Flag as a patch, the Blue Field is the leading edge, as in leading the way, pointing to the right side of your body, [the right side is the side of strength (sword arm)].
