this traffic debacle is the result of a decision that I, as the Mayor, recently made.

And that would be true. That reason was explicit. The mayor did not endorse Christie. THEREFORE the bridge was restricted and tied up. That sort of politics is SOP in certain venues like DC(local), Chicago, Maryland, Nevada, Cakifornia, DC(fedgov), St Louis, Kansas City, and a few etcs.
