I think until the Cubs drastically update Wrigley Field and are allowed to play 55-60 night games at Wrigley per year, they will continue to be not competitive against other teams. Here's why: the Cubs playing so many home games during the day throws off the biological clock
of the players, and as such they don't play well at night games (which are most of the games other MLB teams play during the regular season). Also, the extremely fickle winds at Wrigley means that if you get winds coming in from the south, the result in too many home runs, while the opposite happens if you have winds from the north.
This is why I still think in the end, the Cubs will move to a brand new, less windy ballpark within the next 10-15 years.
