Perhaps I was thinking of the medical/law schools.
Quite possibly.
However, it is a fact that ethnic memories of past injustices often grow over time. No heroism in overcoming relatively minor opposition.
For instance, there’s the famous sentiment ubiquitous throughout the country on signs and in ads that “No Irish Need Apply.” It became an article of faith among Irish-Americans, serving as a symbol of their triumph over oppression.
Unfortunately, it just wasn’t true. A scientist did detailed studies of hundreds of thousands of ads from most of the 19th and early 20th centuries and found only one or two examples of NINA.
Ethnic groups develop myths about their past, and those myths often grow in the telling and retelling. So what else is new?
If 1% or 2% Jewish quotas were ever imposed in America, I suspect they were limited to only a few schools. Would not be a bit surprised, however, if such harsh quotas existed in Tsarist Russia.

There were entire swaths of CT that were under restrictive covenants that were aimed at Jews. One of the reasons West Hartford has such a large Jewish population is that Hartford area did little restrictions in the twenties and thirties.
As far as I know, it was only applied at Columbia, and I think one of the heartland states had a law barring Jewish lawyers from moving there. Small stuff, though, and short lived. America has really been wonderful to Jews, especially relative to You’re-a-peon, A-rape-ian, and communist countries. It’s a pity that this wonderful country is being destroyed from within. And one of the chief culprits is the racial quota system that the Left pretended to rail against, while really making it more general with affirmative action.
Universities in Canada and the USA (notably Ivy League and professional schools) have had Jewish quotas.
That’s in addition to Germany, Imperial Russia and some eastern European countries.
