Transgender people are not allowed to serve in the U.S. military and the Defense Department does not provide such treatment, but Manning can't be discharged from the service while serving her 35-year prison sentence.
Easy solution. Transgender is not real. It's a mental condition, and I don't think medical treatment has been too effective. So, leave him 'in service', let him spend his 35 years in prison, then once he's released/discharged he can chop his wiener off if he wants.

The little sicko traitor Bradgelina Manning wants his weenie wacked off and US taxpayers are going to pay for it.
Let me just say that I'm not opposed to the entirety of this plan - just the “paying for it” part.
