And they always use fresh oak barrels for bourbon that are charred on the inside before filling. The charring caramelizes the sugars in the wood.

That's for bourbons. as you said. Other whiskeys do not char the barrells and hence are not bourbons.

Barrells, burned and unburned are often used multiple times for multiple spirits.

A port wine barrell may become an Irish whiskey barrell and after that a rum or tequilla barrell.

I don’t know a lot about whiskey-but is Irish whiskey just made in Ireland, or is there something specific in the making or it that is different than Canadian whiskey, etc? I do understand that bourbon is made by a specific process, but is the same true for other whiskey?

I guess, in theory you could make any kind of whiskey (almost) anywhere in the world.

Canadian whiskeys contain rye and corn.
American whiskeys use corn.
Scotch whiskeys burn peat during the malting process.
Bourbon whiskeys char the barrell.
Irish whiskeys do none of the above and is distilled thrice (generally).

Just heard it on the radio last week!

I ride my bike, I roller skate, don't drive no car.
Don't go too fast but I go pretty far.

I am sure there are many laws defining these things. For example, bourbon, Kentucky bourbon and Kentucky straight bourbon whiskey are all different designations.

All around whiskeys are named by a combination of geography and processes.
