Man run over by Tacoma police car in critical but stable condition, police investigating

An accident in which a Tacoma police car ran over a man lying in the street Saturday will be forwarded to prosecutors after investigators interview the policeman or the man injured, the department said Monday.

“We’re doing a traffic investigation like we would for any other citizen out there,” police spokeswoman Loretta Cool said. “We don’t believe there’s any wrongdoing. It looks like an accident.”

Police said the man run over, Emanuel Andrade, a 22-year-old Joint Base Lewis-McChord soldier, was in critical but stable condition Monday. JBLM confirmed Andrade is assigned to the 7th Infantry Division, but further information about his position at the base was not available Monday.

The department has not yet identified the policeman, a seven-year law enforcement veteran.

Police said the accident happened about 1:20 a.m. Saturday in the 600 block of North Fife Street as the officer was checking license plates on his computer. Investigators have talked to witnesses and reviewed surveillance footage taken from a nearby home.

The footage shows Andrande lying in the street when the police car slowly approaches and stops. The car then moves a few feet and halts before rolling forward and stopping what appears to be about a car length from Andrande. The car then pulls forward, running over the prone man.

Cool pointed out that because the footage was taken by an infrared camera, the incident appears differently than it would have that night. Andrade was wearing a navy blue shirt and navy blue pants, colors that appear white on the infrared footage, she said.

6th Ave and N. Fife Street in Tacoma. The street lighting there is pretty decent so the cop should have seen him. The cop was not paying attention to the road in front of him.

There was a scene in the original release of the movie “varsity blues” where the characters, in a night of drinking, thought it would be a rush to lay on the centerline of the highway and feel the cars go by them.

Except some viewers of that version thought it looked like fun so they did it...and learned the hard way that cars cross the centerline all the time.

They cut it out of the movie.

Nobody’s paying attention to the road in front of them 100% of the time. That’s why God invented crosswalks. And laying in the road? Seriously? You can be right on top of an item before you realize it’s not a dead racoon.

I ran down a pedestrian once. Cops said the guy should have used a crosswalk. No blame whatsoever was placed on me. He was in pretty bad shape but I feel no guilt whatsoever. It’s the equivalent of being the engineer of a freight train that hits a car at a crossing.

Maybe the officer was looking at his computer when he ran the fellow over.

I guess it depends on the squishy argument regarding whether or not a reasonable person would notice.

I was backing out of a parking space in a shopping mall one time. A pickup truck went by and I then checked my mirrors and slowly backed up - right into the low trailer he was pulling.

That’s about 7 blocks from my house.

There was a gang shooting a couple of months ago there when a wake / party was being held for the last gangland shooting. Happily, I left the bar about two hours before that shooting. :-)

Tacoma is a horribly run city. Priorities of the City Council are completely messed up. They spend $300K to hire consultants for “Visions”, but the city’s infrastructure is completely crumbling.

Why was the cop in a car instead of walking, where he would be of good use managing drunks on the street? What reasonable investigative technique has you running all the license plates near a bar scene?

I’ve had only bad experiences with cops in my life, either as victim or normal guy trying to follow the law. I automatically distrust them.

When the last cop back-shot a crazy guy who was walking away from her, and then was whitewashed by the cops and the media, I lost all respect for Tacoma’s cops. They’re just the most well armed gang operating under color of authority.

Actually, that IS my point. It’s one thing to hit a pedestrian in a parking lot. It’s another to hit a person laying on the ground. I would not expect them to hold anybody responsible for hitting a person on the ground. Depending on the angle, it can look like all sorts of things.

It is really dangerous to lay down in a place that is a pathway for cars. They are very heavy. You could get squished.

Coming home tonight on the bike, I spied a doe hit by a car lying in a culvert on the mountain where normal people would have never seen her, suffering.

I drove on a bit and then turned around. If I’d left her there, I’d have heard her all night and I just couldn’t drive away.

I called 911 and they dispatched a state trooper.

I thought he’d just shoot her but he studied her a while and said he’d stay with her for a bit to see if she was able to get up and get going.

He also mentioned the DNR and wildlife rescuers.

Even as a hunter, he was loathe to kill her unless she absolutely, positively had no chance.

IMO, God sent an angel for that doe, one way or another.

If she could live, he would make sure she had the chance.

If she could not, someone who cared deeply would deliver a merciful bullet.

At this point, I have no idea which way it went, up there on that dark mountain.

I did not hear a shot and sound carries a long way at night here, especially before the coming rain.

I *did* come home knowing she was in good hands and it has deeply touched me.

He was a man of great honor and infinite compassion.

They’re still out there.

I just wanted to share what happened with you.

I wish I knew how to contact his superiors and give him the praise he deserves, just in case they might start teaching all their troopers conscious compassion.

City cops have taken out something like 3 peds this year, all in the same general area.
[as if they would then not be on guard for others walking there in the future]

No culpability whatsoever, on their part.

Apparently this area skipped the dog shooting phase and went right on to civilians.

They had this on the local news, talking with some guy that was on his porch that saw the whole thing. I would need to listen again, but it almost sounded like the guy saw the soldier get into his car, got out and went around back and then slumped to the ground. And then, a little bit later the cop car shows up making his rounds.

I’m wondering why the guy on the porch didn’t go help the guy on the ground?

My brother ran over a drunk in his MG years and years ago. The drunk had passed out in between my brother’s car and the car in front of him at the bar. The other car left, so my brother just pulled out straight. Not sure if it was “thump” and then he checked, or “thump” “thump”. The guy was okay - some bruises was all iirc. But the guy did take him to court. My brother won.

Don't worry citizens, the Tacoma PD is right on this. After a painstaking investigation into the incident, the TPD will determine that the victim purposely got in the way of the police car and was subsequently run over. In other words, it's the victim's fault and the TPD is as clean and pure as the wind driven snow. /sarc/
