LOS ANGELES The California Highway Patrol has vowed to carry out a thorough investigation after a video emerged of one of its officers repeatedly punching a pinned down woman on the side of a Los Angeles freeway.
The woman had been walking on Interstate 10 west of downtown Los Angeles, endangering herself and people in traffic, and the officer was trying to restrain her, CHP Assistant Chief Chris O'Quinn said at a news conference. O'Quinn said the woman had begun walking off the freeway but returned when the confrontation occurred.
The video shows the woman struggling and trying to sit up while the officer punches her in the face and head until an off-duty law enforcement officer appears and helps him handcuff her.
Passing Driver David Diaz recorded the Tuesday incident and provided it to media outlets including The Associated Press. He told the AP in a phone interview Friday that he arrived as the woman was walking off the freeway. He said she turned around only after the officer shouted something to her.
"He agitated the situation more than helped it," said Diaz, who started filming soon after.
The officer is on administrative leave while the patrol investigates. He has not been identified.

Another public relations “victory” for LE. /snigger
But if you've been arrested, you'll be identified with name and address. Some animals are more equal than others.
Huge rash of police brutality. See more samples at “cop block” on Face Book and also website copblock.org.
I wonder if the chippie will be fired?
She out to be grateful. Had she been a dog he would have shot her. As government gets more out of control, so do its armed enforcers.
It’s easy for a lot of us to slam the police officer. He may deserve the criticism but I prefer to wait for the full story.
I would be able to understand him losing his temper if she didn’t follow his orders and was putting his life in danger. We don’t know but she could have been a trouble-maker.
If the only way to restrain her was to knock her out, so freakin’ be it. A few of our keyboard cowboys should try restraining a few women on the highway before being over critical.
It’s possible she was putting his life in danger. None of us know the full story. He may have found it necessary to knock her silly to keep her from going out in traffic. And like so many of us, he may have wanted to go home to be with his family after work.
No way I could do the work of a police officer. No way I would want to have to restrain crazy people — black, white, brown, yellow, green, etc. It’s just not worth it.
It’s interesting to note that every time the officer stops hitting her, she reaches up and grabs the officer’s shirt. Why would she do that?
Title of article claims there is a video, but only an image is available with no link to a video.
‘Grabs his shirt’ - wasn’t the part of the report that she was ‘behaving aggressively and resisting arrest?”
I’m waiting for the full story too. The woman was walking ON THE FREEWAY. Ok, this is either real dumb, suicidal, loaded to the gills on drugs. She is endangering a lot of people. She does not do what the policeman says - he is trying to get her out of there so no one hits her and so she does not cause an accident.
I am not calling victim/ perp in black and white terms until I learn more.
The Fox story doesn’t provide a link to the video. But Yahoo has the video and some other screenshots.
I am not sold on the police “brutality” in this case.
Sure cops in LA can go overboard sometimes, but I watched the video on the news today, and I did (not) see the guy going all-out.
He seemed to be pulling all of his efforts. I think he was really just trying to maintain is all.
Others may disagree. I didn’t see police brutality.
I didnt see police brutality.
(Same story as other thread..)
Maybe he was playing the Knockout Game.
Community organizer Earl Ofari Hutchinson should try doing a day of real work before being critical of anyone. His life and career is nothing but divisiveness.
I’m curious why he didn’t use a stun gun.
