HOUSTON, Texas--Earlier this week a service was held at the George W Spencer Funeral Home for 12-year-old Octavia Marie Watkins, according to a recent report by a local Fox News affiliate.
Octavia's death was easily preventable: she died because she was thrown from the hood of a moving vehicle.
But it's the reason she was on the roof of the car that has investigators puzzled.
Allegedly, her friend's mother, who was giving her a ride home from a local pool, ordered the girls to ride on the hood and trunk of the car because she felt their swimsuits were too wet.

Anybody ever hear of a towel? Or a cheap plastic bag? Or having the kids make a couple laps around the pool before they get in the car? Sad!

I would think there maybe legal implications if what is indicated about making them
ride on the hood and trunk. I’m not sure but I think there maybe some rules about riding
outside a vehicle, etc.
I recall riding on the roof of our station wagon. There was a skimpy chrome luggage rack on it. We often sat on the open tailgate. I’m guessing we never went over 20mph. Those were good times.

The towel should have been a given. My Ma always made us sit on ours all the way home.

The mother was not driving, she was a passenger. The Mother’s friend was driving. I agree however both women should be charged, both were stupid to do this to children.
The driver and the mother both deserve long prison terms.
She was selfish and impatient and not a person to be trusted with the welfare of children.
I toted kids to the beach many times.
So the car gets wet and sandy?
