A high-risk sex offender is on the move again as public outrage mounts over a warning from police that he would be living in the city's east end.
Hamilton police issued a rare community safety notification Friday for Keith Theodore Constantin, who was released from custody last week after serving a five-year sentence for sexually assaulting a young woman in the basement of his parents' Hamilton home.
