That thing is just wrong.
After giving it some thought, I figured-out they were trying to memorialize the hilarious ‘Vitameatavegimen’ skit.
But at first I thought it was a badly sculpted Harpo Marx holding a pint of ‘Rebel Yell’.

Here's the apparent model for the sculpture. The necklace and collar match, which is enough for me. The Youtube video was definitely squashed so I unsquashed it as best I could with MSpaint. I think it looks about right.
It's amazing how much different this looks compared to the sculpture. I must say though that she doesn't look very "pointy" in the video.

OMG, didnt know where that horrific statue pose came from till a FReeper posted the pic of Lucy and the cough syrup commercial .
Wonder if sculptor is same one who did statues at Kyle field in College Station TX. - “T#ts McGee” being the most infamous.
