The govt is pissed that someone managed to out steal them in the lottery.
They put up a disclaimer at the end claiming they didn't know nothing about the provenance of the machine.
Nah. The legitimate winner was probably in Bulger's sphere of influence, and was made to see the wisdom of "selling" the ticket for some untraceable cash. IOW, money-laundering.
Bulger wins by getting a source of legal income, and the winner wins a bonus by not having long lost friends and relatives suddenly turning up on his doorstep when his good fortune would otherwise have been made public.
