Automatic or are you running update manually? It could be it actually it downloading but it’s not finishing before you power down. 7 is a little weird on how it handles partials, especially if you’re doing automatic.
Security updates are part of extended support and should continue until 2020. I don’t know why they are not coming through now except maybe M$ decided to do a screw you to individual users who don’t want Win 10.

Go manual, run Windows update and push the download button when it finishes scanning. Automatic can get confused if there’s too many, which if you did a clean install there will be MANY.

The makers of Spybot Search and Destroy have released a nifty free utility called Spybot Anti-Beacon, which mitigates these Windows 10 privacy issues greatly.
Installing and searching for updates is slow
Then install the latest Dot Net software, then install this standalone:
Windows Update Client for Windows 7
Then install this:
July 2016 update rollup for Windows 7
Then run Windows update as normal.
If they won’t update manually they are forcing you to buy 10.
Have you checked that your Automatic Updates is turned on in the security screen?........
I use MS Security Essentials on a desktop and laptop Win7. About 6 months ago, the automatic updates quit working on both computers. I reinstalled MSSE and it updated, but quit after a week or so.
I figure it is MS trying to make users upgrade to 10.
I can download and install the virus definitions manually, and everything works. If I try to update through MSSE, program updates will download and install, but definitions will show ‘downloading’ but never actually download anything. I have to physicially hit the ‘cancel’ button for the download attempt to stop.
Don’t do it! I upgraded and my computer has never been the same. There are LESS features and some of the features I enjoyed were removed. I wish I had not done it. After the upgrade my computer got the dreaded “blue screen” and I had to pay someone to fix it.

You kidding me? Im getting TOO MANY W7 UPDATES I cant filter which ones are upgrades to W10.
Start | Computer, right-click | Manage | Services & Applications, right-click Services | scroll down to Windows Update, highlight it, check for “started”... if “stopped”, use restart in window’s top left.
I’ve just had the same issue this weekend, Win 7 Pro 64 bit. After doing some research it seems like this is a MS issue. I found a solution and my computer is now receiving updates with no problems:
There is a website WSUS Offline Update who will provide a free download:
http://download.wsusoffline.net/
Get the latest version of their software and run it. It will look at your computer and determine what updates are needed and download them directly. Once complete, you need to look in the client folder and you will see an executable, run this. For a new OS install this will take some time to run and you will see a CMD Box showing progress.
I ran this program several time until it would no longer install updates. After that I tried the Windows Update option in the Control Panel and everything was fine
